The Federal Government has announced plans to prohibit the use of unranked textbooks in primary and secondary schools nationwide from September 2026, as part of reforms to improve education quality.
In a statement, the Ministry of Education said the policy would be implemented through a new National Textbook Ranking System designed to standardise learning materials and eliminate substandard publications.
Under the framework, the Nigerian Educational Research and Development Council will continue approving textbooks but will now subject them to a national ranking process to determine the most suitable options for each subject and level.
The government said only top-ranked books would be approved for use in schools, adding that any textbook not ranked under the system would be disallowed, regardless of previous approval status.
To drive the process, the NERDC is expected to set up subject-based committees comprising experts to evaluate textbooks based on academic and pedagogical standards.
The ministry said the initiative is aimed at curbing the proliferation of substandard materials and ensuring uniformity in teaching resources across the country.
Implementation is scheduled to commence in September 2026 following stakeholder consultations and the completion of the evaluation framework.
